Since the independence of the Republic of Moldova (1991) till present, all measures undertaken by the Moldovan authorities and supported by the international community in order to settle the conflict in the eastern (Transdniestrian) part of the country and to achieve the withdrawal of Russian troops from its territory have failed.

By creating new obstacles to the process of removing ammunitions and weapons, the Transdniestrian separatist regime is putting at risk the fulfilment of the Istanbul OSCE Summit decision, which was reaffirmed by United Nations General Assembly resolution 55/179 concerning the withdrawal of all foreign forces and armaments from the territory of the Republic of Moldova by the end of this year.

In order to identify a sustainable solution for the Transdniestrian conflict, the Republic of Moldova requests the support of the international community to ensure the complete and early withdrawal of Russian troops from its territory, the establishment of an international monitoring at the Moldovan-Ukrainian border and the deployment of a stabilization operation which would be in line with the UN and OSCE standards in peacekeeping.
وبغية صوغ حل مستدام للصراع في الجزء الشرقي (ترانسدنيستريا) من البلد، تلتمس جمهورية مولدوفا دعم المجتمع الدولي لكفالة الانسحاب الكامل والعاجل للقوات الروسية من أراضيها، وإقامة رصد دولي على الحدود المولدوفية الأوكرانية، ونشر عملية لتحقيق الاستقرار تتماشى مع معايير الأمم المتحدة ومنظمة الأمن والتعاون في أوروبا في ما يتعلق بحفظ السلام.

Despite the constructive approach of the Moldovan authorities in their dialogue with the self-appointed Transdniestrian leaders and with other participants in the multilateral negotiating framework, the lack of tangible results after 12 years of negotiations has demonstrated the inefficiency of the existing regional settlement mechanism.
ورغم النهج البنّاء الذي تعتمده سلطات مولدوفا في حوارها مع قادة ترانسدنيستر الذين نصبوا أنفسهم، ومع غيرهم من المشاركين في الإطار التفاوضي المتعدد الأطراف، فإن عدم التوصل إلى نتائج ملموسة بعد 12 سنة من المفاوضات بيّن عدم فعالية القائمة الموجودة للتسوية الإقليمية.

On 17 November 1995, the State Duma of the Russian Federation adopted the resolution " On the Appeal of the Supreme Soviet of the Moldovian Transdniestrian Republic " .
في ١٧ تشرين الثاني/نوفمبر ١٩٩٥، اعتمد مجلس الدولة التشريعي للاتحاد الروسي القرار " المتعلق بالطعن المقدم من مجلس السوفيات اﻷعلى لجمهورية دنييستر المولدوفية " .
