Background: By its decision 15/CP.4, the COP recalled the discussions concerning the requests made by Pakistan and Azerbaijan at its third session for the deletion of the name of Turkey from the lists included in Annexes I and II to the Convention.
36- خلفية: أشار مؤتمر الأطراف في مقرره 15/م أ-4 إلى المناقشات المتعلقة بالطلب المقدم من باكستان وأذربيجان في دورته الثالثة بشأن حذف اسم تركيا من القائمتين المدرجتين في المرفقين الأول والثاني من الاتفاقية.

Review of information and possible decisions under Article 4, paragraph 2(f): proposals to remove Turkey from the lists in Annexes I and II;
(أ) استعراض المعلومات والمقررات التي يمكن اتخاذها بمقتضى الفقرة الفرعية 2(و) من المادة 4: اقتراحات بحذف تركيا من القائمتين الواردتين في المرفقين الأول والثاني؛

In implementing those provisions, the Committee on Contributions had excluded Turkey from the group of developing countries, on the grounds that it had not benefited from the scheme of limits for the 1992-1994 period, although no specific reference had been made to that scale period in the resolution adopted in 1993 for implementation during the scale period 1995-1997.
وعندما طبقت لجنة الاشتراكات هذه اﻷحكام، استثنت تركيا من قائمة البلدان النامية، متذرعة بأن تركيا لم تستفد من تطبيق الصيغة خلال الفترة ١٩٩٢-١٩٩٤. غير أن هذه الفترة غير مشار إليها بصراحة في القرار، وهذا القرار، الذي اتخذ في عام ١٩٩٣، ينبغي أن يسري على الفترة ١٩٩٥-١٩٩٧.

He could not accept the Committee's decision to exclude Turkey from the list of countries which, during the phasing out of the scheme of limits, were subject to the 15 per cent limitation provided for in paragraph 2 of General Assembly resolution 48/223 B. In fact Turkey was a developing country which had benefited from the scheme of limits prior to 1992 and which continued to benefit therefrom.
وأضاف أنه لا يسعه أن يقبل قرار اللجنة باستبعاد تركيا من قائمة البلدان التي ينطبق عليها، في أثناء فترة إلغاء مخطط الحدود على مراحل، حد اﻟ ١٥ في المائة المنصوص عليه في الفقرة ٢ من قرار الجمعية العامة ٤٨/٢٢٣ باء.

The Islamic Republic of Pakistan, due to the reasons explained in the following, demands the deletion of the name of the Republic of Turkey from the aforementioned annexes according to the Article 4.2(f) with a consequent end of its becoming a Party to the Convention.
وتطلب جمهورية باكستان اﻹسلامية، نظرا لﻷسباب المشروحة فيما يلي، حذف اسم جمهورية تركيا من المرفقين المشار إليهما أعلاه وفقا للمادة ٤-٢)و( مع ما يترتب على ذلك من هدف أن تصبح تركيا طرفا في الاتفاقية.

The Republic of Azerbaijan, due to the reasons explained in the following, demands the deletion of the name of the Republic of Turkey from the aforementioned annexes according to the Article 4.2(f) with a consequent end of its becoming a Party to the Convention.
وتطلب جمهورية أذربيجان، نظرا لﻷسباب المشروحة فيما يلي، حذف اسم جمهورية تركيا من المرفقين المذكورين أعلاه وفقا للمادة ٤-٢)و( مع ما يترتب على ذلك من هدف أن تصبح تركيا طرفا في الاتفاقية.

At its third session, the Conference of the Parties (COP), considered an amendment proposed by Pakistan and Azerbaijan to delete the name of Turkey from the lists in Annexes I and II to the Convention (FCCC/SBI/1997/15).
2- ونظر مؤتمر الأطراف، في دورته الثالثة، في تعديل مقترح من باكستان وأذربيجان بحذف اسم تركيا من القائمتين المدرجتين في المرفقين الأول والثاني للاتفاقية (FCCC/SBI/1997/15).

Extensive consultations have been conducted by past Presidents of the COP and other officers acting on their behalf on the requests to delete the name of Turkey from the lists in Annexes I and II to the Convention but without coming to any definitive conclusion.
6- أجرى الرؤساء السابقون لمؤتمر الأطراف وغير من الموظفين العاملين نيابةً عنهم مشاورات واسعة النطاق بشأن الطلبات المتعلقة بحذف اسم تركيا من القائمتين المدرجتين في المرفقين الأول والثاني للاتفاقية ولكن من دون التوصل إلى نتيجة نهائية.

On 21 May 1997, Pakistan, at the request of Turkey, submitted a proposal to delete the name of Turkey from the lists of Parties included in Annexes I and II to the Convention through the review process envisaged in Article 4.2(f).
٩٥- في ١٢ أيار/مايو ٧٩٩١، قدﱠمت باكستان، بناء على طلب من تركيا، اقتراحا بحذف إسم تركيا من قائمة اﻷطراف المدرجة في المرفقين اﻷول والثاني بالاتفاقية عن طريق العملية الاستعراضية المتوخاة في المادة ٤-٢)و(.

Another request to delete the name of Turkey through the review process envisaged in Article 4.2(f) was submitted by Azerbaijan on 28 May 1997. (The deletion of the name of Turkey from the list of Parties included in Annexes I and II to the Convention will also be considered under item 4 (Amendments to the Convention and its Annexes, see FCCC/SBI/1997/15)).
