China has earnestly implemented the Beijing Declaration and Programme of Action adopted at the United Nations Fourth World Conference on Women and the United Nations Millennium Development Goals, and has made further efforts to safeguard the legitimate rights of women by acceding to and implementing various relevant international conventions.

However, the report goes onto state that " the representation of women in the national parliament has declined sharply and is well below the international 30 per cent target set at the 1995 United Nations Fourth World Conference on Women " and that " these low rates extend to all levels of political decision making " (p.34).
