6 - كما نؤكد من جديد أن بلدان المرور العابر، وهي تمارس سيادتها الكاملة على إقليمها، لها الحق في اتخاذ التدابير اللازمة لكفالة ألا يكون من شأن الحقوق والتسهيلات المقدمة إلى البلدان غير الساحلية أن تتعدى بحال من الأحوال على مصالحها المشروعة.
