3. Expresses deep concern that certain perpetrators persist in committing violations and abuses against children in situations of armed conflict in open disregard of its resolutions on the matter, and in this regard:

' 1` على الاستمرار في اتخاذ تدابير عملية لضمان قيام القوات المسلحة الفلبينية والجماعات شبه العسكرية فورا بوقف ارتكاب الانتهاكات والاعتداءات ضد الأطفال في خرق للقانون الدولي الساري والتي تنطوي، من جملة أشياء، على تجنيد الأطفال واستخدامهم، وقتلهم وتشويههم واحتلال المدارس؛

The Council remains strongly concerned about the continued high number of perpetrators who persist in committing violations and abuses against children in situations of armed conflict in open disregard of its resolutions on the matter.
ولا يزال يساور المجلس قلق شديد إزاء استمرار عدد كبير من الجناة في التمادي في ارتكاب انتهاكات واعتداءات ضد الأطفال في حالات النزاع المسلح، في تجاهل واضح لقراراته بشأن هذه المسألة.

B. Prevention of violations and abuses against children

On 19 September, the Security Council held an open debate on children and armed conflict with a special focus on accountability for perpetrators of violations and abuses against children in armed conflict.

8. The Permanent Representative of Sri Lanka to the United Nations reiterated the commitment of his Government to cooperate fully with the international community and the Working Group with a view to putting an end to violations and abuses against children in armed conflict.
8 - كرر الممثل الدائم لسري لانكا التزامات حكومته بالتعاون التام مع المجتمع الدولي ومع الفريق العامل من أجل وضع حدٍ لما يمارس من انتهاكات واعتداءات ضد الأطفال في الصراع المسلح.

Despite these encouraging developments, members of the Working Group underlined that many challenges remain and that further efforts need to be undertaken by the Government of Myanmar to end violations and abuses against children and, in this regard, to fully comply with its commitments under the terms of the action plan.
بيد أنه رغم هذه التطورات المشجعة، أكد أعضاء الفريق العامل استمرار مصادفة العديد من التحديات وأنه ما زال يتعين على حكومة ميانمار بذل مزيد من الجهود لإنهاء الانتهاكات والاعتداءات المرتكبة ضد الأطفال والتقيد، في هذا الصدد، تقيدا تاما بالتزاماتها بموجب بنود خطة العمل.

(هـ) الترحيب بالتعاون بين حكومة جمهورية الكونغو الديمقراطية وفريق الخبراء المعني بجمهورية الكونغو الديمقراطية، والتشجيع على مواصلة تبادل المعلومات بشأن مرتكبي الانتهاكات والاعتداءات المرتكبة ضد الأطفال.

The Council expresses grave concern about situations in which armed forces and groups persist in committing violations and abuses against children exposed to and affected by armed conflict and post-conflict situations in open disregard of applicable international law and the Council's resolutions on this matter.
ويعرب المجلس عن بالغ القلق من الحالات التي تتمادى فيها القوات والجماعات المسلحة في ارتكاب انتهاكات وإساءات بحق الأطفال المعرضين لحالات النزاع المسلح وحالات ما بعد انتهاء النزاع والمتضررين من آثارها، ضاربة بعرض الحائط أحكام القانون الدولي السارية وقرارات المجلس بهذا الشأن.

IV. Ending violations and abuses against children in conflict
رابعا - وضع حد للانتهاكات والتجاوزات ضد الأطفال في النزاعات

The Special Rapporteur believes that the racial dimension of the violations and abuses against children living in northern Sudan, or, in the case of children in southern Sudan, those who are abducted and sold into slavery constitutes a particularly grave and alarming circumstance, which should be of particular concern from a human rights perspective.
ويعتقد المقرر الخاص أن البعد العرقي للانتهاكات والتجاوزات المرتكبة ضد اﻷطفال الذين يعيشون في شمال السودان أو في حالة اﻷطفال في جنوب السودان الذين يختطفون ويباعون كعبيد، يشكل وضعا خطيرا ومثيرا للانزعاج ينبغي أن يكون مصدر قلق خاص من منظور حقوق اﻹنسان.

The members of the Working Group agreed that all violations and abuses against children had to be condemned and that all perpetrators had to be held to account.
