The last several weeks have seen a resurgence of violence in Rwanda and Burundi.

On instructions from my Government, I have the honour to transmit, annexed hereto, the statement by the Government of the Democratic Republic of the Congo concerning the upsurge in violence in Rwanda and Burundi.

4. We have an obligation to the victims of violence in Rwanda and elsewhere to take seriously this challenge of prevention.

As a consequence, refugee camps in Burundi were once more inundated by people fleeing the violence in Rwanda and seeking refuge from persecution.

The international community is attempting to break the pattern of violence in Rwanda and the former Yugoslavia by ensuring that those who are guilty of human rights abuses are punished and that minimum standards of accountability are set so as to deter future offenders.

The activities of organized political movements that incite ethnic violence and hatred have been a determining factor in unleashing such violence in Rwanda in 1994 when the Hutus massacred their fellow citizens of Tutsi origin; or in Liberia, Sierra Leone and Côte d'Ivoire in recent years; or in Darfur in the Sudan in present times.
وقد شكلت أنشطة الحركات السياسية المنظمة التي تحرض على العنف والكراهية الإثنيين عاملاً حاسماً في إطلاق العنان لهذا العنف في رواندا في عام 1994 عندما قتَّل الهوتو مواطنيهم من الأصل التوتسي؛ أو في ليبيريا وسيراليون وكوت ديفوار في السنوات الأخيرة؛ أو في إقليم دارفور في السودان في الوقت الراهن.

The hesitation of the international community in taking a decision to intervene and put an end to the violence in Rwanda at the proper time has contributed, regrettably, to a further deterioration of the situation and the resultant displacement of more than 2 million refugees; this placed an additional burden on the United Nations that could have been much lighter had the decision to intervene been taken at the appropriate time.
إن تردد المجتمع الدولي في اتخاذ قراره بشأن التدخل ﻹيقاف العنف في رواندا في التوقيت المناسب قد أسهم، بكل أسف، في تردي الوضع هناك، ونتج عنه نزوح ما يزيد عن مليوني لاجئ، مما ألقى على عاتق اﻷمم المتحدة عبئا إضافيا كان يمكن التخفيف منه لو أن قرار التدخل اتخذ في الوقت الملائم.

5. The Secretary-General wrote in his 2001 report on prevention of armed conflicts (S/2001/574): " We have an obligation to the victims of violence in Rwanda and elsewhere to take seriously this challenge of prevention.

In a letter dated 26 June 2001 addressed to the President of the Security Council (S/2001/634) concerning the upsurge in violence in Rwanda and Burundi, the Permanent Representative of the Democratic Republic of the Congo to the United Nations made serious allegations that:
