١ - إذا أريد انتخاب شخص واحد أو وفد واحد ولم يحصل أي مرشح في الاقتراع اﻷول على أغلبية الممثلين الحاضرين المصوتين، يجـرى اقتراع ثان يقتصر على المرشحين اللذين حصلا على أكبر عدد من اﻷصوات.
