By 13 votes to two, the Court stated that all States were under obligation not to recognize the illegal situation resulting from the construction of the wall and not to provide any assistance in maintaining the situation created by such construction, and reminded them of their obligation, under the Fourth Geneva Convention, to ensure compliance by Israel with international humanitarian law.
وقررت المحكمة بأغلبية 13 صوتا مقابل صوتين أن جميع الدول ملزمة بعدم الاعتراف بالوضع غير القانوني المترتب على تشييد الجدار وبعدم تقديم العون أو المساعدة في الإبقاء على الوضع الناشئ عن هذا التشييد، وذكَّرتها بواجبها، بمقتضى اتفاقية جنيف الرابعة، ضمان امتثال إسرائيل للقانون الإنساني الدولي.

13. Following a thorough consideration of the recommendations presented by the Subcommission established to consider the submission made by Indonesia in respect of the area North West of Sumatra, the Commission adopted the " Recommendations of the Commission on the Limits of the Continental Shelf in regard to the submission made by Indonesia in respect of the area North West of Sumatra on 16 June 2008 " by 11 votes to two, with two abstentions.

Prior to the vote on the whole text of the resolution, operative paragraph 4 was put to a separate vote and was retained by 158 votes to two (India and Israel), with eleven abstentions (Australia, Bhutan, Cameroon, France, Jamaica, the Marshall Islands, Mauritius, Micronesia (Federated States of), Pakistan, the United Kingdom and the United States).
