The right to life is one of the first rights to be affected by the production, use, trading and temporary or final disposal, including dumping, of toxic wastes and products.
فهذا الحق هو أحد أوائل الحقوق التي تتأثر بإنتاج النفايات والمواد السمية أو استخدامها أو التجارة بها أو إزالتها أو ايداعها في مخازن، بصفة مؤقتة أو نهائية.

Because material recovery operations may involve transboundary movement of supplies, wastes and products, a material recovery facility should also take care to ensure compliance with applicable international laws and laws of other countries concerned.

25. In some non-international armed conflicts, controls and limitations on the import and use of toxic and dangerous wastes and products may be overlooked by an armed opposition group controlling part of the national territory.

82. Various factors of a legal, economic, social and political nature are contributing to the illicit traffic, transfer and dumping of toxic and dangerous wastes and products in African and other developing countries (see the preliminary report of the Special Rapporteur, E/CN.4/1996/17, paras. 103—115, 149 and 150).

18. Several mechanisms and bodies are in place at the international and regional levels to regulate the transboundary movement of hazardous wastes and products.

The Special Rapporteur notes that communications from Governments are rare and emphasizes that, without their contribution, she will find it difficult to undertake an objective and adversarial evaluation of the trends, characteristics and problems raised by the illegal dumping of toxic wastes and products.
