76. With regard to section 4.3, the distinction made between the terms " contracting State or contracting organization " and " party " , depending on whether the treaty had entered into force or not, was a useful one and accorded with the definitions in the Vienna Conventions.

404. With regard to draft guideline 3.1.2, it was suggested that according to article 19 (b) of the Vienna Conventions, one needed to determine whether the treaty permitted only specific reservations and, if so, to determine whether or not a reservation that was formulated fell into that category.
