Article 5, paragraph 2, of the European Convention on Human Rights states that " everyone who is arrested shall be informed promptly, in a language which he understands, of the reasons for his arrest and of any charge against him " .
وتنص الفقرة 2 من المادة 5 من الاتفاقية الأوروبية لحقوق الإنسان بدورها على أن " كل من يلقى القبض عليه يخطر فورا وبلغة يفهمها بالأسباب التي قُبض عليه من أجلها والتهم الموجهة إليه " .

9.6 As regards the author's claim under article 14, subparagraph 3 (a), the Committee notes that, although the author has invoked this provision, he has not adduced any facts in support of his contention that he was not promptly informed and in detail in a language which he understands of the nature and cause of the charge against him.

41. The source maintains that Mr. Tóásó's rights under article 14, paragraph 3 (a), (b), (c) and (f) of the International Covenant on Civil and Political Rights were violated, since he was not informed in detail in a language which he understands of the nature and cause of the charge against him, he did not have counsel of his own choosing, he was not tried without undue delay and he did not have the assistance of an interpreter.
