وقد قرر أعضاء منظمة التجارة العالمية، في إعلان الدوحة، أن " كل أحكام المعاملة الخاصة والتفاضلية ينبغي أن تراجَع بغرض تعزيزها وجعلها أكثر دقة وفاعلية وقابلية للتطبيق " ولتحديد تلك الأحكام التي ينبغي أن تكون إلزامية مع تقديم توصيات واضحة بشأنها.
