Emphasizes that the World Conference offers the opportunity for States and representatives of civil society and non-governmental organizations concerned with human rights to reflect on ways to address most effectively the major problems with regard to racial discrimination and related intolerance and to establish a set of goals for themselves to pursue both nationally and internationally.
