3. The procuring entity may, in the first stage, engage in discussions with suppliers or contractors whose initial tenders have not been rejected pursuant to provisions of this Law concerning any aspect of their initial tenders.

Support was expressed for allowing the procuring entity to terminate competitive dialogue with suppliers or contractors that in the view of the procuring entity would not have a realistic chance of being awarded the contract.
79- وأُعرب عن التأييد للسماح للجهة المشترية بأن تنهي الحوار التنافسي مع الموردين أو المقاولين الذين ترى أنه ليست لديهم فرصة واقعية للفوز بالعقد.

٦٨ - أكدت اللجنة أنه لا يجوز للجهة المشترية أن تعيد فتح المفاوضات مع الموردين أو المقاولين الذين أنهت معهم المفاوضات بالفعل لئلا يؤدي ذلك الى مفاوضات لا نهاية لها وﻷنه يفضي الى إساءة وتأخير لا لزوم لهما.

It was suggested that the phrase " any meeting of suppliers or contractors " should be replaced with the phrase " any meeting with suppliers or contractors. "
141- واقتُرح أن يستعاض عن عبارة " أي اجتماع للمورّدين أو المقاولين " بعبارة " أي اجتماع مع المورّدين أو المقاولين. "

(8) The procuring entity may engage in negotiations with suppliers or contractors with respect to their proposals and may seek or permit revisions of such proposals, provided that the following conditions are satisfied:
