The Special Rapporteur is working closely with the Special Rapporteurs on violence against women, its causes and consequences and on the independence of judges and lawyers to monitor incidents of " honour killings " where the State either approves of and supports these acts, or extends a form of impunity to the perpetrators by giving tacit or covert support to the practice.

4. On 10 December 1998 the Special Rapporteur sent a joint urgent appeal, with the Special Rapporteurs on the question of torture and freedom of opinion and expression, to the Government concerning two Tibetan nuns, Ms. Ngawang Sandrol and Ms. Ngawang Choezom, from the Chubsang nunnery.

On 2 June 1997, the Special Rapporteur transmitted an urgent appeal in conjunction with the Special Rapporteurs on the situation of human rights in Afghanistan and on extrajudicial, summary or arbitrary executions on behalf of Ismail Khan, an opposition general and former governor of Herat province.

The Special Rapporteur also transmitted to the Government a letter dated 5 December 1997, in conjunction with the Special Rapporteurs on the situation of human rights in the Sudan, on violence against women and on the promotion and protection of the right to freedom of opinion and expression.

With regard to communications concerning individual allegations of violence against women, the Special Rapporteur participated in sending joint urgent appeals and/or communications with the Special Rapporteurs on torture and on freedom of opinion and expression, as well as with the Special Rapporteur on the situation of human rights in the Sudan.

The Special Rapporteur sent a joint urgent communication to the Government of Nigeria on 8 June 1998 on behalf of one such case, along with the Special Rapporteurs on the independence of judges and lawyers, the right to freedom of opinion and expression and the Chairman-Rapporteur of the Working Group on Arbitrary Detention.

On 16 November 2000, the Special Representative, in conjunction with the Special Rapporteurs on the promotion and protection of the right to freedom of opinion and expression, and on the question of torture, and the Chairman of the Working Group on Arbitrary Detention sent an urgent representation on behalf of Akbar Ganji, a journalist.
