As agreed at the organizational session, when it was included on the agenda, the item on international arms transfers was kept strictly within the framework of General Assembly resolution 46/36 H, which stated the view that settlement of this problem would contribute to the maintenance of international peace and security and to the diminishing of tensions, thereby promoting disarmament and socio-economic development.

The information in the present report is based primarily on human rights monitoring carried out by the field presence of the Office of the United Nations High Commissioner for Human Rights in the Occupied Palestinian Territory (OHCHR-oPt), within the framework of General Assembly resolution 48/141 and Human Rights Council resolutions S-9/1 and S-12/1.

Recognizing the progress achieved in streamlining the system's operational activities for development with the adoption of General Assembly resolution 62/208 on the triennial comprehensive policy review, he expressed the hope that deliberations in 2008 would help consolidate the achievements made thus far within the framework of General Assembly resolution 62/277 on system-wide coherence.
