In paragraph 31, the Assembly requested the Secretary-General to submit the reports before 31 March 1999, and decided, “without prejudice to the provisions of paragraph 8 (a) of its resolution 50/206 C of 23 December 1995, that an oral report cannot substitute for a report requested by the General Assembly”.
