The 2009 updated guidelines for the preparation of initial and periodic reports have been received by the Secretariat for Women of the Office of the President of the Republic through the Ministry of Foreign Affairs.

The position of the Secretariat for Women of the Office of the President of the Republic is that no kind of mediation or conciliation should be used in cases of violence against women.

Between 2004 and 2009 the Technical and Financial Support Programme was conducted for young people with limited means in the interior of the country (Peace Corps/Union of Young Professionals and Entrepreneurs/Secretariat for Women of the Office of the President of the Republic).

The Secretariat for Women of the Office of the President of the Republic is working on important legislative changes in the framework of the Convention and other human rights instruments: a draft National Act on Equality between Women and Men, a draft Comprehensive Act against Violence towards Women, a draft Special Act for Combating and Punishing Trafficking in Persons and amendments to the Labour Code regarding domestic work.

131. Following a rights-based approach, the Secretariat for Women of the Office of the President of the Republic reports on women's rights, encourages women's participation in all public and private areas and sectors, and promotes the exercise of citizenship.
131- وتعمل أمانة شؤون المرأة التابعة لديوان رئاسة الجمهورية، منتهجةً نهجاً قائماً على تعزيز الحقوق وحمايتها، على التعريف بحقوق المرأة، وتشجيع مشاركتها في جميع المجالات العامة والخاصة وفي القطاعين العام والخاص، وتعزيز ممارسة حقوق المواطنة.

(d) Knowledge of the work of the Secretariat for Women of the Office of the President of the Republic: information should be disseminated on the role and activities of the Secretariat, its impact and its work at the departmental and municipal levels;

140. In previous years, the National Congress and the Secretariat for Women of the Office of the President of the Republic promoted the Women's Parliament project, devised and implemented by an NGO called Tiempo Nuevo.

149- أما فيما يخص إتاحة إمكانية الحصول على الموارد الاقتصادية وفرص العمل، فمنذ عام 2009 تدأب أمانة شؤون المرأة التابعة لديوان رئاسة الجمهورية على تنفيذ برنامج " القروض الفردية والجماعية من أجل المرأة " ، بالتعاون مع مؤسسة `ميكروسول` ومركز المساعدة المتبادلة من أجل تحقيق الصحة للجميع (CAMSAT).

152. With regard to the implementation of articles 15 and 16, the Secretariat for Women of the Office of the President of the Republic has given priority to spreading knowledge of the rights provided for in the national Constitution and legal order so that they can be invoked before public or judicial institutions, as appropriate.
152- وفيما يتصل بتطبيق المادتين 15 و16 من الاتفاقية، أولت أمانة شؤون المرأة التابعة لديوان رئاسة الجمهورية الأولوية لنشر المعرفة بالحقوق المنصوص عليها في الدستور الوطني والنظام القانوني حتى يتسنى الاحتجاج بها أمام المؤسسات العامة والقضائية، حسب مقتضى الحال.

36. The Secretariat for Women of the Office of the President of the Republic coordinates the implementation of the National Plans for Equal Opportunities for Women and Men - in the case of the 2004 - 2008 period, the second such Plan, approved by Executive Decree.
36- تعكف أمانة شؤون المرأة التابعة لديوان رئاسة الجمهورية على تنسيق تنفيذ الخطط الوطنية لتكافؤ الفرص بين الرجل والمرأة، ومنها الخطة الثانية (المعتمدة بمرسوم صادر عن السلطة التنفيذية) في الفترة من عام 2004 إلى عام 2008.

The Secretariat for Women of the Office of the President of the Republic and the Paraguayan Industrial Union have signed up to participate in this project, which aims at the conclusion of training agreements for women and the creation of mechanisms for women's integration in the labour market and employment (European Union-funded under the Urbal III programme).

37. The growing number of complaints of sexual harassment that have been brought before the Office of the Ombudsperson for Women of the Office of the Ombudsperson may be an indication of an increased awareness and empowerment of women.
37- ولعل العدد المتزايد من شكاوى التحرش الجنسي التي قُدمت إلى أمانة مظالم المرأة التابعة لأمانة المظالم يشكّل مؤشراً على تزايد الوعي وعلى تمكين المرأة.
