In such cases, the Committee recalls that under article 4, paragraph 2, of the Optional Protocol, when receiving a new communication registered by the Committee for consideration under the Optional Protocol, States parties are under an obligation to cooperate by submitting to it written explanations or statements clarifying the matter and indicating the measures, if any, that may have been taken to remedy the situation.
