The Special Rapporteur's letter states that Mr. Yulo is currently under house arrest and deprived of his right to freedom of movement, expression and religion.

The Special Rapporteur reminded the authorities of their commitment, made during his visit, that Mr. Yulo Dawa Tsering would not incur any negative consequences as a result of meeting with the Special Rapporteur.

In 1998 the Special Rapporteur sent a communication to the Chinese authorities bringing to their attention allegations that Yulo Dawa Tsering was being kept under police surveillance and that he was not allowed to live in his monastery in Ganden nor to attend his university classes in Lhasa.

On 26 November 1994, the Special Rapporteur met Mr. Yulo Dawa Tsering, a senior Tibetan monk released on 6 November 1994, and asked him a number of questions.

The urgent appeal to China constituted a reminder about information concerning the detention of Yulo Dawa Tsering, a Tibetan monk, whom the Special Rapporteur interviewed during his visit to China in 1995 (E/CN.4/1995/91, para. 115).

The urgent appeal addressed to China was a call for information regarding the detention of Yulo Dawa Tsering, a Tibetan monk, whom the Special Rapporteur had consulted during his visit to China in 1995.9 The Chinese Government replied as follows:

" Mr. Yulo Dawa Tsering, aged 66, from the Dazi county (Lhasa) is a bonze at the Garden Temple in Lhasa (Tibet).
وردت الحكومة الصينية: " أن السيد يولو داوا سيرينغ، البالغ من العمر ٦٦ عاما، وأصيل مقاطعة دازي )لهاسا(، كاهن يعمل في دير غاندن في لهاسا )التبت(.

In a press release of 16 November 1994 (HR/94/57), the Special Rapporteur noted with satisfaction the release of two Tibetan monks: Yulo Dawa Tsering and Thupten Namdrol.
أحاط المقرر الخاص علماً مع الارتياح في نشرة صحفية صادرة يوم ٦١ تشرين الثاني/نوفمبر ٤٩٩١ (HR/94/57) بالافراج عن راهبين تبتيين هما يولو داوا تسيرينغ، وثوبتن نامدرول.

Referring to the periods he had spent in detention, Mr. Yulo Dawa Tsering said that in Jaji (Tchaji) Prison, he had been held with 193 other monks and believers and 74 nuns, in Gutsa Prison, he had been held with a number of lamas and in Lingzhi Prison with 4 lamas, one of whom had since been released.
