The first mission to Iraq was undertaken in 1992 by the previous Special Rapporteur, Mr. Max van der Stoel.

This visit was the first visit to Iraq by the current Special Rapporteur and the second visit to take place since the Commission on Human Rights established the mandate in 1991.

During the reporting period, the Special Rapporteur therefore continued to suggest several options for initiating a constructive dialogue on human rights with the Government, including through visits to Iraq.

In a letter to the Government dated 30 July 2001 the Special Rapporteur wrote " I would like to propose that I, as a first step in a closer framework of collaboration, conduct an exploratory mission to Iraq at a time mutually to be agreed upon.

The Special Rapporteur is currently in the process of sifting through the information gathered and plans to submit a number of sufficiently detailed allegations to the Department of Human Rights in the Ministry of Foreign Affairs of Iraq for comment in the context of the mechanism and procedures agreed upon during the mission to Iraq which are described above.

15. Cooperation was a slow, painstaking process, and thus it took two years for the Special Rapporteur to be allowed a short exploratory visit to Iraq, and almost 30 months before beginning to receive acceptable replies to queries and reactions or acceptance of his recommendations or suggestions.

II. MISSION to Iraq

While the mission was conducted from 11 to 15 February, it should be noted that because of United Nations regulations, travel to Iraq could only be undertaken by car from Amman to Baghdad a 10-hour drive.
16- تجدر ملاحظة أنه بالرغم من أن مدة البعثة قد اقتصرت على الفترة من 11 إلى 15 شباط/فبراير، فإن السفر بالسيارة من عمان إلى بغداد - في رحلة تستغرق 10 ساعات - كان السبيل الوحيد للسفر إلى العراق بمقتضى أنظمة الأمم المتحدة.

The Special Rapporteur wishes to stress that the success of this dialogue will depend on the continued cooperation of the Government, including through the provision of detailed replies to allegations of human rights violations transmitted by the Special Rapporteur, as well as through future visits by the Special Rapporteur to Iraq.

As noted above, visits to Kadamia and Kerbala took place during the mission to Iraq, and the Special Rapporteur had the possibility in Kerbala of exchanging, in private, brief remarks with a custodian of one of the shrines in Kerbala, as well as with the Chief Holy Man of the Imam Abbas shrine in Kerbala, Said Mahdi Said Fadhil AlGhurabi, in the presence of Iraqi officials.

1. In accordance with his mandate contained in Human Rights Council resolution 6/32, and by invitation of the Government of Iraq, the Representative of the Secretary-General on the human rights of internally displaced persons (the Representative), Walter Kälin, conducted an official mission to Iraq from 26 September to 3 October 2010.
1- قام ممثل الأمين المعني بحقوق الإنسان للمشردين داخلياً (فالتر كالين، وفقاً للولاية المسندة إليه الواردة في قرار مجلس حقوق الإنسان 6/32، وبناءً على دعوة من حكومة العراق، بمهمة رسمية إلى العراق في الفترة من 26 أيلول/سبتمبر إلى 3 تشرين الأول/ أكتوبر 2010.

16. The Special Rapporteur's visit to Iraq, his contacts with Iraqis abroad, with permanent and other members of the Security Council, countries neighbouring Iraq, NGOs and others, as well as the thousands of pages of documentation made available to him, including the very useful reports of his predecessor, permit him to draw, today, a number of conclusions.
