We have always considered that one should study and carry out scientific research in this field, as stated, quite rightly, in part XIII of the Convention.

The Assembly will now take a decision on the draft resolution recommended by the Second Committee in paragraph 8 of part XIII of its report and on the draft decision recommended in paragraph 9.

455. UNCLOS, principally in its part XIII, lays down a comprehensive global regime under which States are required to promote and conduct marine scientific research and cooperate in such research.

459. The consent regime for the conduct of marine scientific research. The consent regime as established in section 3 of part XIII of UNCLOS represents a compromise between the coastal States' interests and those of the researching States.
459 - نظام الموافقة على إجراء البحث العلمي البحري: يمثل نظام الموافقة المحدد في الفرع 3 من الجزء الثالث عشر من اتفاقية قانون البحار حلا وسطا بين مصالح الدول الساحلية ومصالح الدول التي تقوم بالبحث.

In her view, part XIII tries to strike a balance between the principle of full freedom of research and the coastal State's interest in controlling activities in maritime areas under its sovereignty and jurisdiction.

107. For coastal States, the provisions of section 3 of part XIII are particularly important.

111. For an effective and efficient implementation of the part XIII regime, it is desirable that all States designate national focal points to coordinate research activities and respond to applications.

One regional workshop in 2001 dealt with marine scientific research and the implementation of the marine scientific research regime established by part XIII of UNCLOS.
وتناولت حلقة عمل إقليمية عقدت في عام 2001 البحوث العلمية البحرية وتنفيذ نظام البحوث العلمية البحرية الذي أرساه الجزء الثالث عشر من الاتفاقية.

These regulations, which are contained in the annex to the present document, may serve as a model of the implementation of part XIII at the national level.
ولعل هذه القواعد التنظيمية الواردة في مرفق هذه الوثيقة، توفر نموذجا يمكن الاستعانة به في إنفاذ أحكام الجزء الثالث عشر على الصعيد الوطني.

Although his delegation supported the allocation of resources for the other special political missions to be funded under the draft resolution, it could not support the adoption of section XIII.
