I am writing to advise you that the question of the division of assets and liabilities of the Socialist Federal Republic of Yugoslavia is the subject of separate negotiations conducted in the framework of the Peace Implementation Council with the mediation of Special Negotiator Sir Arthur Watts.
أكتب إليكم كي أبلغكم بأن مسألة تقسيم أصول جمهورية يوغوسلافيا الاتحادية الاشتراكية والتزاماتها هي موضع مفاوضات مستقلة تجري في إطار مجلس تنفيذ السلام، بوساطة من قبل السير آرثر واتس المفاوض الخاص.

The delegation of the Federal Republic of Yugoslavia has assessed that the last Draft Agreement on succession, proposed by Special Negotiator Sir Arthur Watts, is acceptable to it in principle and hopes that an Agreement between five States on succession on that basis could be concluded quickly.

2. The current composition of the Commission is: Sir Elihu Lauterpacht, CBE, QC (President); His Excellency Prince Bola Adesumbo Ajibola (appointed by Ethiopia); Judge Stephen M. Schwebel (appointed by Eritrea); and Sir Arthur Watts, KCMG, QC (appointed by Ethiopia).
