Regarding the status of ISAR, he underlined that it had existed before Midrand and that paragraph 115 of the “Partnership for Growth and Development” was open to different interpretations.

To succeed in that task, close cooperation was needed among all delegations and with the secretariat, in the spirit of the Midrand Declaration and " A Partnership for Growth and Development " .
وقال إن النجاح في هذه المهمة يلزمه إقامة تعاون وثيق بين جميع الوفود ومع اﻷمانة، يستلهم روح إعلان ميدراند وروح الشراكة الجديدة من أجل تحقيق النمو والتنمية.

Emphasizing also that a favourable and conducive international economic and financial environment and a positive investment climate are necessary for the economic growth of the world economy, including the creation of employment, in particular for the growth and development of the developing countries, and emphasizing further that each country is responsible for its own economic policies for sustainable development,

3. Commends African countries for the actions undertaken to promote an economic environment conducive to growth and development, in conformity with their commitments under the New Agenda, and calls upon them to pursue vigorously those responsibilities and commitments in order to achieve growth and development on a sustained and sustainable basis;
