1. In order to assess the situation of persons deprived of their liberty and to make the relevant recommendations, national prevention mechanisms shall carry out visits to places where persons are deprived of their liberty; they shall have:
1- بغية تقييم حالة الأشخاص المحرومين من حريتهم وتقديم التوصيات ذات الصلة، تقوم الآليات الوطنية المعنية بمنع التعذيب بزيارات للأماكن التي يوجد فيها أشخاص محرومون من حريتهم؛ ويجب أن تتوافر لهذه الآليات:

A State Party may also upon ratification or accession submit a public declaration delaying visits by the Subcommittee to its territory or places where persons are deprived of their liberty under its jurisdiction and control, for a maximum of two years after the entry into force of the Optional Protocol for that State Party.
6- يجوز للدولة الطرف أيضاً، وقت التصديق أو الانضمام، إصدار إعلان عام بتأخير زيارات اللجنة الفرعية إلى ما يخضع لولايتها أو سيطرتها من الأماكن التي يوجد بها أشخاص محرومون من حريتهم، وذلك لمدة أقصاها عامان من تاريخ سريان البروتوكول الاختياري على تلك الدولة الطرف.

66. The Subcommittee is mandated to conduct visits to places where persons are deprived of their liberty in order to prevent torture and other cruel, inhuman or degrading treatment or punishment, and to interact with national preventive mechanisms.
66- واللجنة الفرعية مكلفة بإجراء زيارات إلى أماكن يوجد فيها أشخاص محرومون من حريتهم، وذلك من أجل منع تعرضهم للتعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، والتعاون مع آليات وقائية وطنية.

35. Brazil noted that France has signed but not yet ratified the Optional Protocol to the Convention against Torture, as well as the law establishing the Contrôleur général des lieux de privation de liberté which will allow visits at any time of any place where persons are deprived of liberty.
35- ولاحظت البرازيل أن فرنسا وقَّعت ولم تصدِّق على البروتوكول الاختياري لاتفاقية مناهضة التعذيب، وكذلك القانون المنشئ لوظيفة المفتش العام لأماكن الحرمان من الحرية الذي سيخوّل له القيام بزيارات في أي وقت من الأوقات لأي مكان يوجد فيه أشخاص محرومون من حريتهم.

The campaign should include a special module targeting locations where persons deprived of their liberty are being held;

The Optional Protocol has as its objective the establishment of a system of regular visits undertaken by independent international or national bodies to places where people are deprived of their liberty, in order to prevent torture and other cruel, inhuman or degrading treatment or punishment.

34. In my view, national and international efforts to eradicate torture must focus first and foremost on prevention, including through the establishment of systems of regular visits, by independent international and national bodies, of places where people are deprived of their liberty.
34- وفي رأيي، يتحتم فيما يُبذل من جهودٍ وطنية ودولية للقضاء على التعذيب أن تُركِّز في المقام الأول على الوقاية، بسُبلٍ منها إنشاء نُظم زياراتٍ منتظمة تضطلع بها هيئات دولية ووطنية مستقلة لأماكن يوجد فيها أشخاص محرومون من حريتهم.
