Let me take this opportunity to express my hope that the countries that have not yet joined the Convention will find it in their interest to do so and become parties to the Convention and all its Protocols, including the important amendment that extended the scope of the Convention to include situations of non-international conflict.

1. Status of UNCLOS 13. The General Assembly, in its resolution 54/31 of 24 November 1999, reiterated the call upon all States that had not done so to become parties to UNCLOS and the Agreement on Part XI of UNCLOS, in order to achieve the goal of universal participation.

The Subcommittee also noted that seven more States had become parties to both the Convention and the Protocol on Matters specific to Aircraft Equipment since the forty-fifth session of the Subcommittee, in 2006, and that the total number of States parties to both the Convention and that Protocol was currently 16.

We have been updating our member States with regard to developments pertaining to the Convention and have been encouraging them to consider becoming parties to the Convention and its three Protocols.

The focus of the draft resolution, as in previous cases, is to recall the strategic importance of the United Nations Convention on the Law of the Sea as the framework for action in the marine sphere, and to welcome the increase in the number of States parties to the Convention, while encouraging States that have not yet done so to become parties to the Convention and to the 1994 implementation Agreement.

Unless those States become parties to the Convention and the 1994 Implementing Agreement before 16 November 1998, they will cease to be members of the Authority on a provisional basis.

In his letter, the Secretary-General drew the attention of States to operative paragraph 3 of General Assembly resolution 67/78, in which the Assembly called upon all States to become parties to the Convention and the 1994 Agreement in order to achieve the goal of universal participation in the two instruments.

The General Assembly reaffirmed its determination to pursue the goal of achieving universal participation, and called upon all States that had not done so to become parties to UNCLOS and to the two implementing Agreements (resolution 57/141, para. 1).

In the last such letter, circulated in May 2012, attention was drawn to the relevant paragraphs of the report of the Secretary-General for 2011 (ISBA/17/A/2) and to paragraph 3 of General Assembly resolution 66/231, in which the Assembly called upon all States to become parties to both the Convention and the Agreement in order to achieve the goal of universal participation in the two instruments.
