وينبغي للدول أن تنظر في اتخاذ تدابير وافية بالغرض بشأن السلامة من أجل حماية كوكب الأرض وبيئة الفضاء من التلوّث الضار، وذلك بالاستفادة من التدابير المطبقة حالياً، ومنها مثلاً أفضل الممارسات والمبادئ التوجيهية التي قد تُطبَّق على تلك الأنشطة، وباستحداث تدابير جديدة، حسبما يكون مناسباً.

17 - تشجع الدول الأعضاء ومنظومة الأمم المتحدة والمؤسسات والشبكات الأكاديمية على زيادة قدراتها على تدريب الدبلوماسيين وغيرهم من المسؤولين الصحيين، وبخاصة من البلدان النامية، في مجال الصحة العالمية والسياسة الخارجية، عن طريق وضع أفضل الممارسات والمبادئ التوجيهية اللازمة للتدريب، وكذلك المعلومات من المصادر المفتوحة وموارد التعليم والتدريب اللازمة لهذا الغرض؛
