(e) Given that situation, the Directorate for the Coordination of Political Forces Signatories to the Linas-Marcoussis and Accra II Agreements issued a statement on Thursday, 1 April 2004, a copy of which was submitted to the Prime Minister of the Government of National Reconciliation. The statement posed a number of conditions that are vital to the resumption of the political dialogue, namely:

The Directorate for the Coordination of Political Forces Signatories to the Linas-Marcoussis and Accra II Agreements welcomed the undertaking by the Prime Minister of the Government of National Reconciliation to fulfil the five conditions for the resumption of the political dialogue and thanked him for all the measures already taken in that regard.
