١٣ - تدعو جميع مؤسسات التمويل والمانحين الثنائيين والمتعددي اﻷطراف، وكذلك مؤسسات التمويل اﻹقليمية والمنظمات غير الحكومية، إلى التعاون مع أمانة الاتفاقية في تنفيذ برنامج العمل؛
