In its preliminary discussion of the approaches suggested in the Secretariat's paper, the Commission emphasized the need to proceed cautiously and in a logical manner towards the development of regulations. (d) " contractor " means a State or entity which has entered into a contract with the Authority to carry out activities in the Area and includes the Enterprise when it has entered into such a contract with the Authority;
