3.2.4 End-of-life computing equipment destined for material recovery and recycling (appendix 2 B) or final disposal (appendix 2 A) containing Basel Convention Annex I constituents is subject to Basel Convention transboundary movement controls unless it can be demonstrated that the end-of-life computing equipment is not hazardous using Basel Convention Annex III characteristics.

It is recommended that Basel Convention transboundary movement controls should be implemented for endoflife mobile phones destined for material recovery and recycling (Annex IV B operations) or final disposal (Annex IV A operations) where the end-of-life mobile phones contain Annex I constituents, unless it can be demonstrated that these end-of-life mobile phones are not hazardous using Annex III characteristics.
