As part of this effort to achieve national reconciliation, the implementing Ordinance prescribes legal measures for the discontinuance of criminal proceedings and the commutation or remission of sentences for any person who is found guilty of acts of terrorism or who benefits from the provisions of the legislation on civil dissent, except for persons who have committed or been accomplices in mass killings, rapes or bombings in public places.
وفي إطار السعي إلى تحقيق المصالحة الوطنية، ينص الأمر المتعلق بتطبيق الميثاق على تدابير قانونية يترتب عليها انقضاء الدعوى العمومية واستبدال العقوبات أو تخفيضها بالنسبة إلى كل شخص أُدين بأعمال إرهابية أو استفاد من الأحكام المتعلقة باستعادة الوئام المدني، فيما عدا الأشخاص الذين ارتكبوا مجازر جماعية أو أفعال اغتصاب أو نفذوا تفجيرات في الأماكن العمومية أو شاركوا في تلك الأعمال.

13. States should provide effective protection for individuals who have given or have agreed to give information or evidence, or who participate or have agreed to participate in an investigation or prosecution of an offence, and for the relatives and associates of those individuals who require protection because of risk to the security of the person.

81. There must be an end to the impunity that has protected terrorism and mercenaries who have committed or participated in terrorist acts.
