On 6 April 1999, the Vice-President of the Federal Government, Nikola Sainovic, and Dr. Ibrahim Rugova reached an agreement on joined involvement in creating conditions for the return of displaced persons and refugees, as well as on the solution of other humanitarian issues in cooperation with the International Committee of the Red Cross, the Office of the United Nations High Commissioner for Refugees and the Yugoslav humanitarian organizations.

4. The institutions of Kosovo coped competently with the death of President Ibrahim Rugova on 21 January, his funeral on 26 January, and the election by the Assembly of Kosovo of his successor Fatmir Sejdiu on 10 February, then the new President of the Assembly, Kolë Berisha, and the new Prime Minister, Agim Çeku, on 10 March, in full compliance with the rules of procedure and the Constitutional Framework.
4 - استطاعت مؤسسات كوسوفو أن تواجه بكفاءة وفاة الرئيس إبراهيم روغوفا في 21 كانون الثاني/يناير، وتشييع جثمانه في 26 كانون الثاني/يناير، ثم انتخاب برلمان كوسوفو فتمير سيديو خلفا له في 10 شباط/فبراير، وانتخاب كول بريشا رئيسا جديدا لجمعية كوسوفو، وعجيم تشيكو رئيسا جديدا للوزراء في 10 آذار/مارس، وكل ذلك بالامتثال الكامل للنظام الداخلي والأطار الدستوري.
