In particular, it reminds the State party that juvenile offenders should be dealt with without delay, in order to avoid periods of incommunicado detention, and that pre-trial detention should be used only as a measure of last resort, should be as short as possible and should be no longer than the period prescribed by law.
وتذكر اللجنة الدولة الطرف بوجه خاص بأن قضايا الجانحين الأحداث ينبغي تناولها دون إبطاء، تلافياً لعزلهم أثناء احتجازهم، وبأن الاحتجاز قبل المحاكمة لا ينبغي استخدامه إلا كتدبير الملاذ الأخير، وينبغي أن تكون مدته قصيرة قدر الإمكان وألا تزيد عن المدة المنصوص عليها في القانون.

(d) Use deprivation of liberty (institutionalization) only as a measure of last resort and for the shortest possible period of time;
(د) عدم اللجوء إلى الحرمان من الحرية (الإيداع في المؤسسات الإصلاحية) إلا كتدبير أخير ولأقصر فترة زمنية ممكنة؛

The Committee recommends that the State party urgently take measures to increase alternative care opportunities for children and, in line with article 25 of the Convention, conduct periodic reviews of the placement of children and ensure that institutionalization is used only as a measure of last resort.

The Committee recommends that the State party should take the necessary steps to ensure that the detention of migrant workers in an irregular situation is only a measure of last resort and that, in all circumstances, such detention is carried out in accordance with article 16 and with article 17, paragraph 2, of the Convention.
