٤ - تحيط علما بالدعوة التي وجهتها لجنة القانون الدولي إلى جميع هيئات المعاهدات المنشأة بموجب المعاهدات الشارعة المتعددة اﻷطراف، التي قد ترغب في ذلك، ﻷن تقدم تعليقاتها وملاحظاتها خطيا على الاستنتاجات اﻷولية التي توصلت إليها اللجنة بشأن التحفظات على المعاهدات الشارعة المتعددة اﻷطراف، بما فيها معاهدات حقوق اﻹنسان، وبوجهات النظر التي أعربت عنها الدول اﻷعضاء بشأن المسألة؛

As is well known, the momentum for reform has accelerated since the SecretaryGeneral's 2002 proposals, by which he urged the adoption of harmonized working methods to create a predictable system for States and other stakeholders, and the introduction of streamlined reporting requirements, possibly via a single report on implementation of all obligations a State had accepted which would be submitted to all treaty bodies.
74- ومثلما هو معروف جيداً، فقد ازداد زخم الإصلاح منذ تقديم مقترحات الأمين العام في سنة 2002، التي حث فيها على اعتماد أساليب عمل موحدة لإنشاء نظام يمكن التنبؤ به للدول وسائر أصحاب المصلحة، وإدراج مواءمة متطلبات تقديم التقارير، وربما من خلال تقرير واحد عن تنفيذ جميع الالتزامات التي تقبل بها دولة ما، من شأنه أن يُقدم إلى جميع هيئات المعاهدات.

Mr. SHEARER proposed that the paragraph 21 should read: " The third inter-committee meeting discussed in particular a secretariat paper which contained draft guidelines for the preparation of a common core document, which States parties to the principal United Nations human rights instruments would submit to all treaty bodies, supplemented by targeted treatyspecific reports " .
21- السيد شيرير اقترح تعديل الفقرة 21 لتصبح كما يلي: " ناقش الاجتماع الثالث المشترك بين اللجان بشكل خاص ورقة أعدتها الأمانة تتضمن مشروع مبادئ توجيهية لإعداد وثيقة أساسية مشتركة تقدمها الدول الأطراف في الصكوك الرئيسية للأمم المتحدة في مجال حقوق الإنسان إلى جميع هيئات المعاهدات وتلحق بها تقارير خاصة بالمعاهدات المعنية " .
