A number of conventions of the International Labour Organization (ILO) will also be particularly relevant for the work of the Special Rapporteur, in particular, the forced or Compulsory Labour Convention, 1930 (No. 29), the Abolition of forced Labour Convention 1957 (No. 105), the Migrant Workers (Supplementary Provisions) Convention, 1975 (No. 143) and the Worst Forms of Child Labour Convention, 1999 (No. 182).

80. The ILO forced Labour Convention, 1930 (No. 29), the Abolition of forced Labour Convention, 1957 (No. 105) and the Worst Forms of Child Labour Convention, 1999 (No. 182) address the issue of forced labour.

India ratified the ILO Convention No.29 (forced Labour Convention 1930) on 30th November 1954.

In the past, some provisions of the Village Act and Towns Act of 1907 were alleged to be in conflict with Convention 29 of the ILO (forced Labour Convention).

39. In 2010, the ILO Committee of Experts requested Togo to take urgent measures to bring an end to the exploitation experienced by certain children in domestic service and apprenticeship, which were similar to forced labour within the meaning of the ILO forced Labour Convention (No. 29).

However, the ILO Committee of Experts also deals with this child labour issue under other relevant conventions when Convention No. 138 has not been ratified, particularly the forced Labour Convention, 1930 (No. 29).

32. In 2010, recalling its previous concern about debt bondage within the indigenous communities of the Chaco, the ILO Committee of Experts stated that debt bondage constitutes forced labour within the meaning of the forced Labour Convention (No. 29).
