Section V of the Overarching Policy Strategy describes the range of actions and mechanisms that, among other things, make up the financial arrangements of the Strategic Approach.

By its resolution II/3, on financial and technical resources for implementation, the Conference reaffirmed that achieving the objectives of the Overarching Policy Strategy depended in part on the financing of diverse actions at all levels and on enhanced synergies and the complementarity of the multiple financial arrangements foreseen in the Strategic Approach for its implementation.
