Also urges States to ensure that all programmes for the reduction of illicit drug demand are based on evidence-based standards of research that have been identified as effective, with demonstrated outcomes; specifically, that emerging treatment and rehabilitation programmes have appropriate treatment and rehabilitation goals aimed at recovery from dependence or addiction and leading to reintegration into community life;
6- تحث أيضا الدول على أن تضمن استناد جميع برامج خفض الطلب على العقاقير غير المشروعة إلى معايير بحثية قائمة على الأدلة وثبتت فعاليتها، وتسفر عن نتائج بيّنة، وعلى التحديد أن تكون البرامج المستحدثة للمعالجة واعادة التأهيل ذات غايات مناسبة في المعالجة واعادة التأهيل تستهدف الشفاء من الارتهان أو الإدمان وتؤدي إلى الاندماج ثانية في حياة المجتمع المحلي؛

9. The Committee recommends that the State party continue and strengthen its efforts to develop and implement a legislative framework harmonized with the Convention in all areas affecting children's rights and at all legislative levels, and to ensure that all domestic laws and administrative regulations concerning children are rights-based and conform to the principles and provisions of the Convention.
9- توصي اللجنة الدولة الطرف بأن تواصل وتعزز جهودها لوضع وتنفيذ إطار تشريعي يتسق مع الاتفاقية في جميع المجالات التي تؤثر في حقوق الطفل وعلى جميع المستويات التشريعية، وبأن تضمن استناد جميع القوانين المحلية والأنظمة الإدارية المتعلقة بالطفل إلى الحقوق وأن تكون متوافقة مع المبادئ والأحكام الواردة في الاتفاقية.
