11. As noted, Tribunal rule 96 governs the admissibility of evidence in cases of sexual violence and has specific provisions in regard to allowing evidence concerning consent and prior sexual conduct of the victim.

The National Plan of Action included the promulgation of national laws such as Law No. 39 of 1999 on Human Rights, under which the National Commission of Human Rights had been made competent to summon witnesses and adduce evidence in cases of alleged violations, including cases involving senior civil servants.
