111. At its 8th meeting, on 4 February 1994, Mrs. Judith Sefi Attah, Special Rapporteur, introduced her preliminary report on monitoring the transition to democracy in South Africa.

3. Considers that the mandate of the Special Rapporteur to monitor the transition to democracy in South Africa has been successfully concluded, and decides to terminate it as at the date of adoption of the present resolution;

72. Upon the recommendation of the Commission, in its resolution 1993/19, the Economic and Social Council, in its resolution 1993/45, authorized the Subcommission to entrust Ms. Judith Sefi Attah with the task of presenting annually a report on the transition to democracy in South Africa, including:
٢٧- وبناء على توصية من لجنة حقوق الانسان في قرارها ٣٩٩١/٩١، أذن المجلس الاقتصادي والاجتماعي للجنة الفرعية، في قراره ٣٩٩١/٥٤، بأن تسند الى السيدة جوديث سيفي آتاه مهمة تقديم تقرير سنوي عن الانتقال الى الديمقراطية في جنوب أفريقيا بما في ذلك:

. There is no question that the agreement on the interim constitution reached by the multi-party negotiation process last November and the establishment of TEC have been vital steps in the transition to democracy in South Africa.
١٣ - لا جدال في أن الاتفاق المتعلق بالدستور المؤقت الذي توصلت اليه عملية التفاوض المتعددة اﻷحزاب في تشرين الثاني/نوفمبر الماضي وإنشاء المجلس التنفيذي الانتقالي كانا من الخطوات الحيوية في عملية الانتقال الى الديمقراطية في جنوب افريقيا.

At the 42nd meeting, on 22 July, the Council adopted draft decision 1, entitled " Monitoring and assisting the transition to democracy in South Africa " , recommended by the Commission on Human Rights (E/1994/24, chap. I, sect. B).
٤٧ - في الجلسة ٤٢، المعقودة في ٢٢ تموز/يوليه، اعتمد المجلس مشروع المقرر ١ المعنون " رصد الانتقال الى الديمقراطية في جنوب افريقيا والمساعدة عليه " ، الذي أوصت به لجنة حقوق اﻹنسان )E/1994/24، الفصل اﻷول، الفرع باء(.

71. At its forty-fifth session the Subcommission decided to replace agenda item 5 (b), entitled " Adverse consequences for the enjoyment of human rights of political, military, economic and other forms of assistance given to the racist regime of South Africa " , by a new sub-item, entitled " Monitoring the transition to democracy in South Africa " (decision 1993/102).
١٧- قررت اللجنة الفرعية في دورتها الخامسة واﻷربعين أن تستعيض عن البند ٥)ب( من جدول اﻷعمال المعنون " ما للمساعدات السياسية والعسكرية والاقتصادية وغيرها من أشكال المساعدة التي تقدم الى نظام جنوب أفريقيا العنصري من آثار ضارة بالتمتع بحقوق الانسان " ببند فرعي جديد بعنوان " رصد الانتقال الى الديمقراطية في جنوب أفريقيا " )المقرر ٣٩٩١/٢٠١(.

74. At its fiftieth session the Commission, in its resolution 1994/8, took note with appreciation of the report of the Special Rapporteur (E/CN.4/Sub.2/1993/11 and Add.1) on the positive developments in South Africa, requested the Special Rapporteur to undertake two missions to South Africa in 1994 to gain further insights into the whole process of transition to democracy in South Africa and to report to the Commission at its fifty-first session.
٤٧- وأحاطت لجنة حقوق الانسان علما مع التقدير، في قرارها ٤٩٩١/٨ المتخذ في دورتها الخمسين، بتقرير المقررة الخاصة E/CN.4/Sub.2/1993/11) و(Add.1 بشأن التطورات الايجابية التي شهدتها جنوب أفريقيا، ورجت من المقررة الخاصة الاضطلاع ببعثتين الى جنوب أفريقيا في عام ٤٩٩١ لزيادة التبصﱡر في كامل عملية الانتقال الى الديمقراطية في جنوب أفريقيا وتقديم تقرير الى اللجنة في دروتها الحادية والخمسين.
