This allegation is false and is pure fabrication; ever since the embargo was first imposed, the Government of Iraq has endeavoured under the ration card system to distribute rations equally among all inhabitants without discrimination of any sort.

The Special Rapporteur's allegation that the Iraqi Government has imposed an " internal " embargo is untrue, since all residents of Iraq, including those living in the marshes, benefit from the ration card system, everyone obtaining rations on the basis of the card and without discrimination.
أما ادعاء المقرر الخاص بأن الحكومة العراقية تفرض حظرا داخليا فهو ادعاء غير صحيح ﻷن جميع سكان العراق ومنهم سكان اﻷهوار يستفيدون من نظام البطاقة التموينية وهم يحصلون على حصصهم التموينية وفق هذه البطاقة دون تمييز.

The second category consists of Iraqi families from among whom a member had perpetrated the crime of evading, or deserting from, military service. This is untrue, since there is no law or decree which prohibits such families from obtaining a ration card and there is not a single instance where any Iraqi family has been deprived of a ration card.
اما الفئة الثانية، فهي العوائل العراقية التي ارتكب أحد افرادها جريمة الهروب من الخدمة العسكرية، وهذا غير صحيح فليس هناك أي قانون أو قرار يمنع هذه العوائل من حصولها على البطاقة التموينية، ولم يحدث ان حرمت أية عائلة عراقية من البطاقة التموينية مطلقا.

1. It helps to ensure the food supply to all Iraqi, Arab and foreign sections of society through the ration card system.
(1) المساهمة في تأمين توفير الغذاء لشرائح المجتمع من العراقيين والعرب والأجانب كافة من خلال البطاقة التموينية.

The Ministry of Trade also takes all the requisite measures to apply the ration card system which constitutes a safety valve for the preservation of the stability and food security of Iraqi households and society during crises, disturbances and wars. The leadership of the local section of the Arab Baath Socialist Party and the people's council in any district shall each be empowered to detain, for a period of one year, anyone who monopolizes, by hoarding and refusing to sell, any commodity similar to those listed on the ration card.

In order to reduce financial pressures resulting from the rise in food prices brought on by the global financial crisis of 2008, the Council of Ministers, in 2011, authorized a one-time Amiri grant in the amount of 1,000 Kuwaiti dinars to each citizen. The decree also authorized the disbursement of free food aid to each citizen for a period of one year through the use of a ration card, in order to ensure that no Kuwaiti goes hungry.

The embargo has also resulted in a marked deterioration of the situation with regard to food and medicines, in spite of food rationing because, quantitatively and qualitatively, the ration cards cover only a small portion of the population's daily needs; this has led to a deterioration in the population's standard of living and health, particularly insofar as children and the elderly are concerned.
وقد أدى الحصار إلى ظهور نقص حاد في الغذاء والدواء رغم تقنين المواد الغذائية عبر البطاقة التموينية إلا أن كمية ومفردات البطاقة لا تسد إلا جـزءا بسيطا مــن احتياجات المواطنين اليومية، وتفاقمت معاناتهم المعاشية وحالتهم الصحية وبخاصة بين اﻷطفال وكبار السن.

The maintenance of the embargo had led to such a steep rise in prices that families could not obtain the food and medicines they needed; ration cards covered only 34 per cent of the caloric needs of each individual.
وقد أدى استمرار الحصار إلى ارتفاع حاد في اﻷسعار بحيث لم يعد باستطاعة اﻷسرة العراقية شراء متطلباتها من الغذاء والدواء؛ ولا تغطي البطاقة التموينية سوى ٤٣ في المائة من حاجة الفرد من السعرات الحرارية الضرورية لكل فرد.

He states that the inhabitants of the northern governorates receive only 7 to 10 per cent of their basic food needs on ration cards. This actually confirms that the Government of Iraq sends the same rations to these governorates as to the other governorates of Iraq. However, it is unable to ensure that they reach their beneficiaries.
فأشار الى أن سكان المحافظات الشمالية لا يحصلون إلا على ٧ - ١٠ في المائة من احتياجاتهم من المواد الغذائية اﻷساسية بواسطة البطاقة التموينية هذا في الواقع تأكيد على أن حكومة العراق ترسل الحصص التموينية الى هذه المحافظات أسوة بباقي محافظات العراق وبالتساوي، إلا أنها في الوقت نفسه لا تستطيع تأمين وصول هذه الحصص الى مستحقيها.

Application of the rationing system is one of the Ministry's priorities and accounts for more than 70 per cent of its activities, consisting in the provision of rationed items through the concerted endeavours of the Ministry's departmental staff and the specialized food companies.
