31. Under that agreement, the parties will not directly or indirectly sponsor or present for identification anyone from tribal groupings H41, H61 and J51/52 other than persons included in the 1974 census and their immediate family members, but the parties will not be obligated to actively prevent individuals from such tribal groups from presenting themselves.

27. I expect the identification of the remaining individual applicants from tribal groupings H41, H61 and J51/52 to continue satisfactorily and to be completed at the end of this month.
٢٧ - أتوقع أن يستمر تحديد هوية ما تبقى من فرادى مقدمي الطلبات من التجمعات القبلية H41 و H61 و J51/52 بصورة مرضية وأن يكتمل هذا بنهاية هذا الشهر.

16. The identification programme for tribal groupings H41, H61 and J51/52 shall be completed at the latest by 30 November 1999, unless additional days are required under the provisions of paragraph 12 above.
١٦ - وينتهي برنامج تحديد هوية التجمعات القبلية H41 و H61 و J51/52 في موعد أقصاه ٣٠ تشرين الثاني/نوفمبر ١٩٩٩، وذلك ما لم تخصص أيام إضافية وفقا ﻷحكام الفقرة ١٢ أعلاه.

(i) The duration of the identification of the remaining applicants belonging to tribal groupings H41, H61 and J51/52 who present themselves shall be as provided in the provisional schedule.

28. The issue of how to proceed with the identification of members of tribal groupings H41, H61 and J51/52, other than those included in the 1974 census and their immediate families, is the only major impediment to MINURSO's completing the identification phase and moving on to the final phase of the referendum process.
٢٨ - وتعتبــر مسألـة كيفية الشروع في تحديد هوية أفراد التجمعات القبلية H 41 و H 61 و J 51/52، خلافا للذين تم إدراجهم في تعداد السكان لعام ١٩٧٤ وأفراد أسرهم المباشرة، العقبة الرئيسية الوحيدة أمام قيام البعثة بإنجاز مرحلة تحديد الهوية والتقدم الى المرحلة النهائية من عملية الاستفتاء.

1. In order to complete the processing of all the individual applications provided for in paragraph 20 of the report of the Secretary-General, S/22464 of 19 April 1991, the identification of applicants belonging to tribal groupings H41, H61 and J51/52 who have not yet had a chance to present themselves will take place beginning on 15 June 1999.
١ - ﻹنجاز جميع الطلبات الفردية المنصوص عليها في الفقرة ٢٠ من تقرير اﻷمين العام S/22464 الصادر في ١٩ نيسان/أبريل ١٩٩١، يُشرع في تحديد هوية مقدمي الطلبات المنتمين إلى التجمعات القبلية H41 و H61 و J51/52 الذين لم يقدموا أنفسهم حتى اﻵن ابتداء من ١٥ حزيران/يونيه ١٩٩٩.

(ii) Registered applicants who have been classified as belonging to one of the tribal groupings H41, H61, and J51/52, but who would like to be identified as belonging to another group within those three groups, should come to the centre serving the area in which their residence is located during the period set aside for identification of the group to which they belong.

10. The second part of the provisional list (that is, of eligible applicants from tribal groupings H41, H61 and J51/52), which is expected to be issued in mid-January 2000, could well evoke an equally high number of appeals.
١٠ - أما الجزء الثاني من القائمة المؤقتة )أي مقدمي الطلبات الذين تتوفر فيهم اﻷهلية للتصويت من التجمعات القبلية H41 وH61 و J51/52(، الذي تتوقع أن يصدر في منتصف كانون الثاني/يناير ٢٠٠٠، فقد تؤدي أيضا إلى بروز عدد كبير مماثل من الطعون.

30. As may be recalled, the identification process, launched by my Acting Special Representative in August 1994, came to a standstill late in 1995, as a result of the Frente POLISARIO's decision not to participate in the identification of members of tribal groupings H, I and J, except for persons included in the Spanish census of 1974 and their qualified family members.
٣٠ - يُذكر أن عملية تحديد الهوية التي باشرها ممثلي الخاص بالنيابة في آب/ أغسطس ١٩٩٤ قد تجمدت في أواخر عام ١٩٩٥، نتيجة لقرار جبهة البوليساريو بعدم الاشتراك في تحديد هوية أعضاء التجمعات القبلية حاء وطاء وياء، باستثناء اﻷشخاص المشمولين بالتعداد الذي أجرته اسبانيا في عام ١٩٧٤ ومن هو مؤهل من أعضاء أسرهم.
