The rights to freedom of peaceful assembly and of association serve as a vehicle for the exercise of many other civil, cultural, economic, political and social rights.

This is particularly the case when assemblies are systematically prohibited or when individuals active in associations promoting transparent and fair electoral processes and defending democratic principles are subject to harassment and intimidation for their civic activism.
23- وقد يؤثر سياق الانتخابات أيضاً تأثيراً شديداً في الحق في حرية التجمع السلمي والحق في حرية تكوين الجمعيات ولا سيما عندما يفرض حظر منهجي على التجمعات أو عندما يتعرض أفراد ناشطون في جمعيات تدعو إلى عمليات انتخابية شفافة وعادلة وتدافع عن مبادئ الديمقراطية للمضايقة والتخويف بسبب نشاطهم المدني.

Where the rights to freedom of peaceful assembly and of association are unduly restricted, the victim(s) should have the rights to obtain redress and to fair and adequate compensation.
81- وحيثما يقيد الحق في حرية التجمع السلمي والحق في حرية تكوين الجمعيات دون مبرر، ينبغي أن يتمتع الضحايا بالحق في الانتصاف والحق في الحصول على تعويض عادل وكاف.

The Special Rapporteur reiterates the utmost importance of the rights to freedom of peaceful assembly and of association, which are cornerstone in any democracy.

To recognize that the rights to freedom of peaceful assembly and of association play a decisive role in the emergence and existence of effective democratic systems as they are a channel allowing for dialogue, pluralism, tolerance and broadmindedness, where minority or dissenting views or beliefs are respected;

United Nations institutions, bodies and mechanisms should continue promoting and protecting the rights to freedom of peaceful assembly and of association.
86- وينبغي أن تواصل مؤسسات الأمم المتحدة وهيئاتها وآلياتها تعزيز الحق في حرية التجمع السلمي والحق في حرية تكوين الجمعيات وحمايتهما.

Beyond this, the Special Rapporteur reiterates the position of the Special Rapporteur on the rights to freedom of peaceful assembly and of association that States have a positive obligation to actively protect peaceful assemblies.
