وينبغي الاستعاضة عن العبارة " الأشخاص الذين يمارسون حقوقهم في التجمع السلمي وحرية التعبير " بالعبارة " المحتجين السلميين " ، وينبغي حذف العبارة " في جميع الحالات " .

(a) In the ninth preambular paragraph, the words " peaceful protesters " were replaced with the words " persons exercising their rights of peaceful assembly and freedom of expression " ; and the words " all situations and " were deleted before " all regions " ;

According to CFF, since 10 April 2009, at least 23 journalists, lawyers, human rights activists and religious leaders have been subject to arbitrary detention under the PER 2009, for up to 72 hours, for exercising their right to peaceful assembly and freedom of expression.
23- وأفاد منتدى المواطنين الدستوري (CFF) أنه تم منذ 10 نيسان/أبريل 2009 إخضاع 23 شخصاً على الأقل من بينهم صحفيون ومحامون وناشطون في مجال حقوق الإنسان وقادة دينيون، للاحتجاز التعسفي بموجب نظام الطوارئ العامة لعام 2009، لفترة وصلت إلى 72 ساعة بسبب ممارسة حقهم في التجمع السلمي وحرية التعبير(48).
