Some States emphasized that the protection of civil society was the foremost responsibility of every State. The protective role of the State was in conformity with its obligations under international human rights law.
وأكدت بعض الدول أن حماية المجتمع المدني هي المسؤولية الرئيسية لكل دولة، وأن دور الدولة في الحماية هو دور يتماشى مع التزاماتها بموجب القانون الدولي لحقوق الإنسان.

It restated its grave concern at the situation in Syria and urged the Government to stop the violence against its own citizens, hold perpetrators accountable and respect its obligations under international human rights law.
