The reform of the Central American Integration System, guidelines for which were adopted at the Nineteenth Meeting of Central American Presidents, held in Panama City, has been a first step towards the formation of the Central American Union.
وكانت الخطوة اﻷولى نحو تكوين اتحاد بلدان أمريكا الوسطى هي إصلاح منظومة التكامل لبلدان أمريكا الوسطى، الذي اعتمدت مبادئه التوجيهية في الاجتماع التاسع عشر للرؤساء الذي عقد في مدينة بنما.

More recently, in 1992, with the adoption of new Protocol to the Central American Integration Treaty, a gradual approach for granting free movement of capital, persons, recognition of qualifications, right of establishment for banks and insurance companies and coordination of policies in the area of transports, and telecommunications were set up.

Noting that the Central American Integration System establishes respect for the purposes and norms of the Charter of the United Nations as one of its fundamental principles,

1. Decides to invite the Central American Integration System to participate in the sessions and the work of the General Assembly in the capacity of observer;

This is based on the support for the Central American Integration System, through close cooperation between its General Secretariat and the technical secretariats of the regional subsystems and entities.

I would like to take this opportunity to thank this Assembly for the support it gave our System last year by granting it the status of observer, which will make it possible to achieve greater cooperation between the United Nations System and the Central American Integration System.
وأود أن أنتهز هذه الفرصة ﻷشكر هذه الجمعيــة علــى الدعــم الذي قدمته لمنظومتنا في العام الماضي بمنحها مركز المراقب، مما يتيح إقامة تعاون أكبر بين منظومة اﻷمم المتحــدة ومنظومة التكامل لبلدان أمريكا الوسطى.

With these goals in mind, we redefined our old integration system and have established the Central American Integration System (SICA), which constitutes, as the Esquipulas II agreement did, an authentic and specific conception of communal organization.

All this culminated in the signing of the Protocol of Tegucigalpa to the Charter of the Organization of Central American States on 13 December 1991, which established the Central American Integration System.
وقد توج كل ذلك بالتوقيع على بروتوكول تيغوسيغالبا الملحق بميثاق منظمة دول أمريكـــا الوسطى بتاريخ ١٣ كانون اﻷول/ ديسمبر ١٩٩١، الذي أنشـــــأ منظومة التكامل لبلدان أمريكا الوسطى.

The draft resolution under this item is entitled “Observer status for the Central American Integration System” and is sponsored by countries from different regional groups.
ومشروع القرار المعروض في إطار هذا البند هو بعنوان: " منح مركز المراقب لدى الجمعية العامة لمنظومة التكامل لبلدان أمريكا الوسطى " وتشارك فــــي تقديمه بلدان مـــن مختلف المجموعات اﻹقليمية.

Convinced that the granting of observer status to the Central American Integration System will facilitate attainment of the primary objectives of Central America, we have no doubt that, with the complete support of Member States, the draft resolution will be adopted by consensus.
واقتناعا بأن منح مركز المراقب لمنظومة التكامل لبلدان أمريكا الوسطى سيسهل بلوغ اﻷهداف الرئيسية ﻷمريكا الوسطى، لا يخالجنا أي شك فــــي أن مشروع القرار، بفضل الدعم التام للدول اﻷعضــــاء، سيعتمد بتوافق اﻵراء.

As Secretary-General of the Central American Integration System (SICA), I wish also to express our deep appreciation for the decision to invite the Central American Integration System to participate, as an observer, in the work of the General Assembly at this session.

The Council of Ministers for Foreign Affairs, together with the Minister for Foreign Affairs of Belize, shall be the body responsible for coordinating presidential decisions. It shall be assisted by the General Secretariat of the Central American Integration System (SICA) operating in close conjunction with the technical secretariats of the regional subsystems and entities.

To that end, we urge the Central American Council of Lawyers for Human Rights, with the support of the General Secretariat of the Central American Integration System (SG-SICA), to carry out a study of its human rights activities and to submit a report thereon proposing ways and means of encouraging and systematizing these activities.
وحرصا على إنجاح ذلك، نحث مجلس أمريكا الوسطى للمدعين العامين لحقوق اﻹنسان على أن يقوم، بدعم من اﻷمانة العامة لمنظومة التكامل لبلدان أمريكا الوسطى، بإجراء دراسة وتقديم تقرير عن أنشطته الترويجية، يقترح فيه سبل ووسائل تعزيزها وإجرائها بشكل منتظم.
