In 2005, following extensive internal and external consultations, UNOPS submitted for Board consideration an action plan (DP/2005/39) addressing four pressing challenges affecting UNOPS financial viability so as to (a) streamline client portfolios; (b) reduce administrative expenditures; (c) realign the organization to respond to client demand more effectively; and (d) replenish the operational reserve.
