Regarding this latter point, the task is to reinstate, without delay, the authority of the Malian State over its entire territory, to put an end to the activities of the terrorist and criminal groups which are active on the ground and to respond, within the strict framework of the principles of the AU, to the structural causes of the recurrent rebellions in northern Mali.

12. Reiterates its determination to impose sanctions against terrorist and criminal groups operating in northern Mali, as well as against any other armed group that impedes the search for a solution to the crisis and the efforts of ECOWAS and the African Union.
12 - يؤكد من جديد عزمه على فرض جزاءات على الجماعات الإرهابية والإجرامية التي تنشط في شمال مالي، وكذلك على أي جماعة مسلحة أخرى تعوق البحث عن حل للأزمة والجهود التي يبذلها كل من الجماعة الاقتصادية لدول غرب أفريقيا و الاتحاد الأفريقي.

4. The participants strongly condemned the attack launched, on 10 January 2013, by the armed terrorist and criminal groups against the positions of the Malian army in the Mopti area, and the crimes against civilians and other violations of international humanitarian law committed by them, including the destruction of monuments and manuscripts of historical, cultural and religious significance.

7. Non-intervention in Northern Mali or any hesitation in the face of the expeditious need to deploy the force may result in the worsening of the humanitarian and security in the region and Africa. It would be tantamount to failure to assist the Malian people and encourage further entrenchment of the terrorist and criminal groups with far-reaching threats for regional and international security.
7 - وإن عدم التدخل في شمال مالي أو أي تردد أمام الحاجة الملحة إلى نشر القوة قد يؤدي إلى تفاقم الأوضاع الإنسانية والأمنية في المنطقة وأفريقيا، الأمر الذي سيكون بمثابة التقاعس عن تقديم المساعدة للشعب المالي، وسيشجع الجماعات الإرهابية والإجرامية على الإمعان في التغلغل، مع ما يمثله ذلك من تهديدات بعيدة المدى للأمن الإقليمي والدولي.

27. Mr. Tamek, speaking in his personal capacity as a member of the Moroccan Parliament, said that a serious, coordinated exchange of information was needed regionally and internationally to combat terrorism and transnational crime, because terrorist and criminal groups in North Africa had access to advanced technology that often gave them an advantage over national security services.
