It also considers that the provisions of article 2 cannot be invoked in a claim in a communication under the Optional Protocol in conjunction with other provisions of the Covenant, except when the failure by the State party to observe its obligations under article 2 is the proximate cause of a distinct violation of the Covenant directly affecting the individual who claims to be a victim.

The Committee also reiterates its recommendation that the State party expeditiously strengthen the Women's Committee by providing it with the necessary human, financial and technical resources to ensure coordinated implementation of gender mainstreaming policies and commitments with regard to the State party's obligations under the Convention.

Although the precise method by which Covenant rights are given effect in national law is a matter for each State party to decide, the means used should be appropriate in the sense of producing results which are consistent with the full discharge of its obligations by the State party.
