7. Just as States parties to the Covenant must adopt legislative measures to give effect to rights, they also bear a negative obligation, deriving from article 2.2, not to adopt legislative measures contrary to the Covenant; if it does so, the State commits per se a violation of the obligations laid down in article 2.2.
7- ومثلما يجب على الدول الأطراف في العهد أن تعتمد تدابير تشريعية، فإن عليها التزاماً سلبياً مستمداً من الفقرة 2 من المادة 2: لا يمكن للدول الأطراف في العهد أن تأمر بإجراءات تتنافى مع أحكام العهد؛ واعتماد أحكام كهذه يشكل في حد ذاته انتهاكاً للالتزامات المنصوص عليها في الفقرة 2 من المادة 2.

In order to protect this right, States parties to the Covenant should prohibit intimidation or coercion of voters by penal laws and those laws should be strictly enforced.
وحمايةً لهذا الحقّ، على الدول الأطراف في العهد أن تعتمد قوانين جزائية تمنع ترهيب الناخبين أو إكراههم وأنّ تطبّق هذه القوانين بصرامة.

It follows that all States parties to the Covenant should take positive action to facilitate realization of and respect for the right of peoples to self-determination.
وينتج عن ذلك أنه ينبغي لجميع الدول الأطراف في العهد أن تتخذ إجراءات إيجابية لتسهيل تحقيق حق الشعوب في تقرير المصير واحترام هذا الحق.

If, in the future, States parties to the Covenant want to reconcile articles 8 and 18 thereof in view of changing circumstances, they should amend the Covenant accordingly; until then, any interpretation of the text should be faithful to its letter and spirit.
